Not sure how account creation works now (do I need to?) but perhaps you could put in one of those security code thingymajigs to stop automated accounts? I mean there can't seriously be people out there with sad enough lives to waste their times making these up, right?

At this point its still easier banning the few than having to have someone scrutinise all registration applications.
